In 1809, Illinois became a territory of the United States and, as such, had its governors appointed by the President of the United States. The territorial governor was Ninian Edwards who was succeeded by Shadrach Bond when Illinois became a state in 1818. Under the structure of government prescribed in the Congressional Act of Feb. 3, 1809 separating Illinois from the Indiana Territory, the executive administration of the territory was given to the Governor appointed by the President of the United States.
